Oscar Casas is responsible for conducting Generally Accepted Government Auditing Standards (GAGAS) audits of high-impact, high-value District government agencies and programs. He also shares responsibility for reviewing and/or revising internal policies and procedures to ensure compliance with amended Government Auditing Standards and interpretive guidance.
Before joining ODCA in 2018, Oscar was a senior policy director in Washington, D.C., and a financial institution examiner for the U.S. Federal Reserve System in Chicago. Oscar started his career in commercial banking serving a wide range of consumer and institutional clients before transitioning into the regulatory supervision and compliance arena in 2011. As a senior policy director, he helped facilitate advocacy and engagement strategies with state and federal financial regulatory agencies to advance the quality and effectiveness of regulation and supervision of state banking and financial/non-financial services providers.
He earned a bachelor of science degree in business administration from DeVry University in Chicago.
When not working to improve the economy, efficiency, and accountability of the District government, Oscar enjoys being physically active. As a former high-school athlete, he routinely ventures out for long, urban jogs and enjoys playing basketball and tennis. He also enjoys supporting local artists and likes to take in the urban art scene in his community.
