Tori Fernandez Whitney
Chief of Staff
Tori is responsible for agency operations, and provides guidance on programs, initiatives, research and analysis. Tori also serves as the Chief Operating Officer for the agency managing procurement and supervision of the administrative and information technology staff.
Before joining ODCA in 2019, Tori was Senior Advisor and Chief of Staff for the Centers for Disease Control and Prevention (CDC) Division of Global HIV and Tuberculosis and assisted in the management and oversight of the agency’s $2.5 billion global health portfolio in Europe, Asia, Africa, Central America and the Caribbean. Tori has a strong history of helping organizations meet long-term strategic goals and manage change as both an independent consultant and public sector executive. Throughout her executive career Tori has held leadership positions with the Council of the District of Columbia, Executive Office of the Mayor and health and human services agencies.
Tori earned a Masters of Public Administration and a Bachelor of Arts in Political Science from American University in Washington, D.C.
When not working to improve the economy, efficiency, and accountability of the District government, Tori enjoys international travel and learning about wine.
