Matt Separa

Senior Auditor

As a Senior Auditor at ODCA, Matt leads teams to produce audits and evaluations of D.C. government policies, programs, and budgets, with a focus on public safety, human capital, and reserve funds.

Matt returned to ODCA in 2026 after previously serving as an auditor from 2015 through 2018. From 2018 to 2026 he worked for the Department of Defense (DoD) Office of Inspector General as an auditor and supervisory program analyst. There, Matt supervised a team conducting audits and evaluations of DoD, including of more than $80 billion in security assistance to Ukraine, DoD’s capacity to conduct Joint Logistics Over the Shore, and Defense Secretary Pete Hegseth’s use of the Signal messaging application for official business in March 2025. For his work, Matt received the Meritorious Civilian Service Medal in 2024. Matt also has worked in policy roles at both the Pew Charitable Trusts and the Center for American Progress.

Matt holds a Master’s in public policy from The George Washington University and a Bachelor’s in political science from Wayne State University.

When not working to improve the economy, efficiency, and accountability of the District government, Matt enjoys complex board games, traveling, and spending time with his family, including cats Faxmachine and Rolodex and dogs Elvis and Mochi.
