Yates is responsible for auditing District of Columbia government programs and making recommendations to improve their effectiveness, efficiency, and accountability.
Before joining ODCA in 2026, Yates served as a Program Officer at the Bureau of Population, Refugees, and Migration (PRM) in the U.S. Department of State. In that role, he worked on the U.S. refugee resettlement program, which historically facilitated the resettlement and assistance of some of the world’s most vulnerable refugees in communities across the United States.
Yates earned a bachelor’s degree in international studies from Virginia Tech, and a master’s degree in public policy from Central European University.
